1998 Dodge Caravan Computer not communicating

I went to my Advance Auto to get a Dianostic Test and my computer does not communicate with thiers. Also went to get a inspection sticker and had the same problem.
We changes EATX Relay and my computer wants to communicate, but still unable. Looking under the steering column we have found a fuse/relay box, but they are not marked. Many are empty where the relays would go. Can you help?

Hi there,

Check that the engine check light is coming on with the ignition, on some ECU's if the check light globe is blown it wont down load information to a scanner, I have found this problem on a few cars of late, try this.
