1997 Dodge Caravan Wheel in rear locks up

My 1997 Dodge Grand Caravan rear wheel locks up. At first the wheel would eventually unlock and I could drive now it won't move at all. What could be the problem?

IT needs to be taken apart and looked at.

It may have started out as a leaking wheel cylinder if drum brakes. Possible e-brake stuck, possible seized caliper if disc brakes in rear.
