1997 Dodge Caravan No Response

We thought the starter was going, but it still crunk up. however today, after doing fine all along, i turned it off and tried to turn it back on. now NOTHING works; no lights, no horn, the doors won't even lock! when i try to crank it, the key moves but there is no response at all. when i try to turn on the lights or honk the horn, i get a clicking sound from under the dash, near the break pedal. did the starter finally quit, or is it something more? i dnt think the starter would kill the lights and horn and stuff. maybe a fuse?

Start by checking the battery and , battery terminals
try and getting a jump and if start check charging system and alternator
