1997 Dodge Caravan Emergency Brake

The emergency brake on my van won't work. I have had all the brakes on the van replaced. When you go over a bump there is a rattling sound that comes from the rear brake area. Could this have anything to do with the emergency brake not working?

I would pull and check the rear shoes make sure all the hardware is in its place
