1997 Dodge Caravan burning, electrical smell under belt

Making weirdnoise all of a sudden. SMoke coming from under the belt from some kind of motor or pump on the left front of the engine-the belt only smokes over that motor. Is this the water pump? No leaking or anything. The rest of the belt is not smoking but in the spot above the side motor or pump.Any suggestions

what ever that motor or pulley that is smoking
is frozen and need to be replaced
