1997 Dodge Caravan 3 speed control

The 3 speed control doesn't work to start heater. However, if I go over a hard bump in the road, the heater fan will start. After shutting down vehicle and restarting later, the fan is not working.

Does it work on any speed?
I would check and suspect blower motor and resister
