1996 Dodge Caravan Turn signals

1996 Dodge Caravan

I have a 1996 dodge caravan and I cant figure out why the turn signals wont work(left or right), I have checked all the fuses and they are ok. The hazards (four way lights) are fine, head lights work, high beams work, brake lights work, but not turn signals. I was told that the it could be the relay, but since the hazards work that was ruled out. Someone Help.
