1996 Dodge Caravan not shifting into 3rd gear

My transmission is not shifting into 3rd gear while driving until reaching high speeds. What causes this?

Do you have enough fluid? Do you have the right fluid (ATF +4)?

If yes to both questions, you may want to check the out speed sensor on top of the transmission.
