1995 Dodge Caravan Fuel pump fuse

While my engine turns-over fine it gives no indication of trying to start. When I checked the fuses, the fuse for the fuel pump was blown. I replaced the fuse, tried to start the van again, same problem, fuse blew again. Even though I know you aren't supposed to, I tried using a heavier fuse (25 amp ILO 15 amp), with the same result of a blown fuse. Can I find out the possible causes for this please?

Disconnect the fuel pump connector and see what happens-fuse blows remove fuel pump relay -
