Hi cecilia78014. Welcome to the forum. Pry the plastic cover up over the pivot, then remove the 15mm nut under that cover. Raise the arm, then insert a finishing nail through the hole in the arm to keep it raised. That will allow you to wiggle it up and down until it loosens. The arm sits on a tapered splined shaft. It's common for the nut to work loose, then the arm won't move. Simply positioning it properly and tightening the nut solves that problem. The actuator arms like to fall off too. There's a simple fix for that.
