1992 Dodge Caravan steering

Steering problem
1992 Dodge Caravan 90,000 miles
----------------------------------------------------------------
The steering on my Van is messing up the wheel will turn but its hard to turn and when I start my Van none of the belts are moving but the Van still starts?

If the engine start and run but belt doesn’t turn
then check replace crank damper pulley
check belt tension
