1989 Dodge Caravan Trouble Code 34

I keep getting the trouble code 34: Speed control solenoid circuits, an open or shorted condition detected in the speed control vacuum or vent solenoid circuits. From my understanding it has to do with cruise control; which my vehicle does not have. Could you tell me what else could be causing this code to keep popping up.

I use the on, off, on, off, on for the self diagnostic. I've also used an actual solus hooked up to the computer, it tells me the same thing as my haines manual.

I'm also wondering if this code popping up could be someting that is making the idle run rough enough to want the vehicle to seem like it wants to stall out.

It should effect the idle
