I ran out of gas for the first time and about a mile before the car stopped, the engine started making a low, dull hum until the car stopped. After I filled it up, the sound is there as soon as I turn the car on and for the whole time I'm driving. Sounds like a distant small plane is always around me.
Please don't recommend I get a new car, I love my van and it serves me well. :>

Can you pinpoint this small plane where it could be upfront or towards the back-Could be the fuel pump

When I'm driving in the car, it sounds like it is coming from the back. When I walked around the car to listen for it while it was running, I couldn't pinpoint where the sound was coming from. I wondered about the fuel pump but couldn't figure why the sound would continue after I filled up the tank.
Another noted issue that followed running out of gas - my accelerator feels stiff at times, I forced it to the floor once by hand and apparently got it stuck in full speed so had to manually pull it back under the hood. Am wondering if by running out of gas, I may have gummed up some parts with the dredges.

Check your fuel pressure and report back the readings

Hmm...How do I check the fuel pressure? Do I need a special gauge?

You need a fuel pressure gauge designed for your fuel system similar like below
