1996 Dodge Avenger stalls when you let up on the gas

Car seems to start, idle and drive fine until you push the clutch in and let up on the gas then it will fluctuate the rpm between 200 - 800 or stall outright. If it doesn't stall the rpm eventually evens out at what it should be.
