1988 Dodge Aries poormileage, engine miss, black smoke

I have an 88 Aries 2.2 auto, 75k, recent head gasket replacement, it misses throughout driving range and at idle, 9 mpg, black smoke on engine rev at idle, I've replaced all vacuum lines and connectors, tested egr valve it works, plugs wire set cap and rotor, fuel pressure regulator and injector and t-body, oxygen sensor, map sensor, were replaced as I had known good ones from a wrecked car, oxygen sensor was new, removed catalytic converter, it wasn't plugged, new pcv valve and hoses, only code is for a speed signal code 15, good power just chugs at speed, pull spark plugs #1 like new 2,3,&4 are black sooty, don't where to go next

Could ECM need replaced,smells gas bad, uses too much gas.
