When I turn the heater or air conditioning on, I can only get air flow through the window defrost. I cannot get air flow to the panel, floor or any other combination.

I replaced the vacuum heater control valve but I guess it was a waste of time.

What controls the air blend selector?

Hi:

There is a vacuum diaphragm under the dash. It should be located on the passanger side inder the dash. Check it.
