trying to unloosen the tension pulley

My first problem is trying to unloosen the tension pulley to put the belt back on. do I even need a tool or can I just put it back on? And my second question is where does the engine coolant hose at the top go to?

There is a bolt on the front of the tension-er that is used to move the tension-er so you can install the belt.
