I need to remove the distributor-shaft-cap that holds the rotor. It is secured to the main shaft by a phillips screw that seems to be frozen within the center hollow of this cap. Does it unscrew clockwise or counterclockwise, so that I do not strip the head?

Counterclockwise. They can get very stuck in there. I use a six point socket to break them free. If you cannot get it free and you have a new rotor there you can use diagonal cutters to break the old rotors plastic apart so you can get better access to the screw.
