I want to know if it is posible to replace a 1997 TBI distributor with a vacuum advance HEI distributer and still use the fuel injection system?

No, it is not.

In 1997, the distributor is actually a camshaft position sensor and the ECM depends on a signal from that sensor for timing the engine and controlling fuel mapping.

What is the issue that makes you want to change?
