Dirty seat bealts

My driver's side seat belt has black streaks on it. Can the car wash take this out fairly easily? Would this be a basic, inexpensive service or would this fall under the more expensive category of "detailing"?

It all depends on what the black is how long it has been there etc. I used to use a can of upholstery cleaner kind of a orange can and it worked great. We used to use it to clean up the cars when we were done working on them.
