Instrument cluster does not light up

At 66 I've been a shade tree mechanic all my life but I am stumped on electronics. I was recently asked by a friend to replace a digital instrument cluster in her car listed above because the center section including speedometer gas gauge etc. was not lit. I was able to purchase one online and installed it. The new one lights up fine but it states " Starting Disabled" I understand there is a procedure to get the car to accept this replaced cluster. Can you tell me what that is? Looking online at videos was no help. One warned if the wrong codes were entered it would make matters worse. Thank you in advance for your help. Marty

I have attached the procedure for replacing the cluster that i have here.

I would advise reinstalling the old cluster and following the procedure.
