Hello, this intake manifold runner does not have any type of mechanical return spring or device so it may be stuck in one position, carbon build up can cause these to stick as well, but we have the wiring diagrams and pinouts for you, give me a minute,
There is also a technical service bulletin on an ECM software update with the component replacement.
Do you have a scan tool to check live engine data?

Here is the code setting criteria, the wiring for the intake runner and position sensor, as well as its location and to check the wiring harness for any loose or damaged pins in the connector. I will pull up the instructions for replacement as well.

Here is the replacement service info, they have you check the resistance of the motor and the position sensor first, but then I would check and make sure it's just not stuck due to carbon build up. Maybe it can be cleaned and reinstalled. It doesn't look too bad to do.
