I am wndering if thair is a way to Diegnoise or run a scan thru the on board computer thru a flash cde method other than useing a scan tool

Nope. You could on the '95 and older vehicles with the OBD1 emissions system. Only Chrysler makes reading codes real easy. They show up in the odometer display.
