Depressurize fuel system?

Do I pull this to depressurize the fuel system in this 2003 Mercury grand marquee?

Hi:

According to my manual, there is no need to depower the pump. Instead, they recommend using a fuel pressure gauge with a manual valve. Once it is connected, you open the valve and allow the fuel and pressure to evacuate into a fuel container.

I attached the directions I have and the pictures. Take a look and let me know if this helps.
