Why is the instrument cluster not working?

Nothing works in the cluster, just the back lights. I have checked everything that has been online. Here is list: new battery, took TIPM fuse box off and unplugged every wire and examined and cleaned and reinstalled. Took harnesses out of both sliding cargo side doors and ohm tested each wire and replaced one power wire that was broken both doors now work. But no cluster! Took boots off of both front doors in jamb by hinges to look for broken wire nonvisible and did shake test on them! Took out cluster and examined solder joints all appear to be good tested the plug at cluster the brown wire with red tracer is dead always, but the two grounds in the harness #7 black with green tracer and black with blue tracer are grounding !Did the self-check on cluster holding the trip erasing and nothing happened also took the heater face off to look at the plug but it looks good and heater and the A/C works good. Also checked all fuses all are good. The van starts runs drives everything appears to be working as it should just no cluster. What to do next? Thanks

The brn/red wire should be hot at all times, I would check for power at the #24 fuse inside the TIPM. here is a guide that will help, and I have included the instrument cluster wiring diagrams so you can see how the system works.
