1990 Other Daihatsu Models Failed emissions inspection

I was told to change air cleaner elimate and tune it up. Is that the air cleaner its self or something different? Could the (mat sensor-if it has this) or oxagene senser have anything to do with it?

failed my emmissions on this ride.
HC-Cruise Limit is 150)I failed with HC cruise of 171
CO-Cruise Limit is 1) I faild with CO cruise of 1.23
Passed the Idel speed HC & CO.

replace the air filter there is no MAF sensor on this vehicle !
