Problem does indicate a possible fault with the meter cluster but it could be something that can be repaired, though not done by the dealer as they would only replace the unit.
It could be a loose wire connection or bad printed circuits on the meter cluster. The former would not solve the problem permanently even if the meter cluster is replaced, it might for the time being but sooner or later it would return once the bad connection resurfaces. You would have to located the source of the problem to be able to rectify and it might take a long time as there are many possible locations.
The latter would require someone with knowledge of electronic component repairs to handle.
