The torque specs. for cylinder head is 22 ft. lbs. on the first pass. The lowest setting on my torque wrench is 25 ft. lbs. Can the torque be set at 25 ft.lbs. instead of 22 ft. lbs. on the first pass?

Yes. You will be fine. The purpose of doing this is just so you don't completely torque down one bolt without having the others close. It will crank or warp the end. As long as you are taking it down in steps, it is ok to be off by a couple foot pounds.
