Cylinder head torque

How can you set 22ft lbs on a 1/2 in drive torque wrench with the lowest setting is 25ft lbs? Or 250 in lbs maximum on a 3/8 drive torque wrench? can it be set to 25 - 14 on the 1/2 in drive torque wrench ? Is 22ft lbs too low for cylinder head torque?

No it doesn't seem like 22 lbs. is near enough torque for head bolts, but that is correct amount of torque for your vehicle's head bolts. In the diagrams down below I have included all of the torque values for all the components of your vehicle's cylinder head.
