Cylinder head interchange

I am doing a head job on my SUV and two of the three bolts for the water inlet have rung off. Was wondering if both heads were the same just flipped around? Or if i changed the cam shafts would that do the trick? Because i notice the other head has an inlet just capped off.Head looks identical. I have sohc.

The bare castings are the same, but they have some different machine work to make the left/right sides and not interchangeable.
