Cylinder Head Installation?

When installing the cylinder heads rocker arms, do the engine have to be in Top Dead Center? The step procedures I have does not indicate.

It is best to turn the engine over by hand so that both push rods are down, so you don't fight the camshaft lift when fighting down the rocker arms. Here is how to turn the engine over by hand and I have included instructions in the diagrams below to show you how to install the rocker arms.
