My Mazda was stolen, and the ignition cylinder was destroyed. I don't have the key code for the new key and can't figure out how to program the key to the ignition cylinder lock.

With a new lock cylinder, you need to use the dealer scan tool or a locksmiths programming tool to program in 2 new keys and erase the old ones. You can add new keys without a scan tool only when you have 2 good keys in the system.
This is the process you need to follow using the scan tool -

This procedure requires at least two PATS keys with the correct key cut.

1. Using the NGS Tester connected to the OBD II connector and the new (un-programmed) key in the ignition switch in the ON position.

2. With WDS or equivalent, select-
1. Diagnostic Data Link.
2. PCM - Powertrain Control Module.
3. Function Tests.
4. Enter Security Access. There will be a 10-minute delay to access the next step.
Screen displays "Process has been completed".

3. Screen displays the following:
- IGN KEY CODE PROGRAM
- IGN KEY CODE ERASE
- SPARE KEY SWITCH ENABLE
- SPARE KEY SWITCH DISABLE

4. Select "IGN KEY CODE ERASE". Screen displays "Process has been completed".
5. Now select "Ignition Key Code Program".
6. Now select "Ignition Key Code Program".
If you are ONLY programming two keys - turn key OFF Disconnect NGS and remove second key from ignition. Follow step seven.
If you are programming more than two keys - continue sequence described in steps five and six until last key is programmed. Then follow step seven.
7. Now turn second key ON (security light should light steadily and go off in three seconds) and start vehicle. Remove second key.
8. Now insert first key into ignition, turn ON (security light should light steadily and go off in three seconds) and start vehicle. First key is now programmed.
9. You now have two programmed keys.

Make sure the Spare Key Programming Switch is "Enabled" before trying to program additional keys.
