Transmission will not shift out of low gear

24v Cummins with 47re tranmissions truck will not shift out of low gear. Does the lift pump have anything to do with the shifting?

Nope. I do not remember if a kick-down cable was still used in 1999, but if your truck has one, check if it is sticking. That was a real common problem that caused delayed or late up-shifts, and early and harsh down-shifts.
