Cruise control not engaging

Cruise control will not engage. The problem first started kicking out while going down the road or start climbing a small hill. I replaced the Foot brake switch that did not help I replaced the steering wheel lever switch that did not solve the problem. I ran a jumper wire from the horn module to the fan module under the hood now it don't get hot the cruise light on the dash comes on but will engage. All fuses have been replaced.
Where do I search next.

Hello,

If the fuse is good and the brake light switch is working it sounds like the clock spring behind the steering wheel is out which is common but to be sure here is the cruise control wiring diagrams so you can see how the system works and a guide to help you test the wiring.
