Cranks/no start condition

I started with the three basic steps, spark, fuel and air. It seemed like it was not getting gas. Put on my fuel pressure on the Schrader valve turned the key to on 21 psi for prime cranking engine was 25 psi. I changed fuel filter it was clogged bad/replaced/no start/tested it again this time it was 10 psi. Cranking same fuel pump was coming on koeo, you turn the key off the pump ran for three to four seconds. I changed the fuel pump and still no start. The fuel pressure tester is good. I tried it on two other cars, I primed it three to four times gas spraying out of Schrader valve on my arms, seat, a lot. Any help? If spark is next/how? Please it is a Vortec engine. Also, if this helps, the guy I got this from said there was a check engine light on for two months. He had it cleared before I bought it. It was a EVAP code. Help me guys, Steve, Ken. The fuel pressure should be 56-62 psi, so if you changed the fuel pump and the pressure is still low, chances are your fuel pressure regulator is bad.
It is located under the upper intake manifold, so that will have to come off.

Is there any easy way to do this job? Like do I have to remove all the stuff on top of intake? There is no room. Any help on what to remove or what I can leave on? Brother Buzz. Thanks

This is what the repair manual says, "remove air cleaner assembly. Remove interior engine cover (if equipped). Remove canister purge solenoid. Disconnect A/C pressure switch, Throttle Position (TP) sensor, Idle Air Control (IAC) motor, Sequential Central Port Injection (SCPI) harness connector and the Manifold Absolute pressure (MAP) sensor.
Disconnect accelerator and cruise control cables from throttle body. Disconnect fuel lines at rear of engine. Remove brake booster vacuum hose. Remove upper intake manifold bolts. Remove upper intake manifold."
Manufacturer does not provide a torque sequence for upper intake manifold on 4.3L. Tighten upper intake manifold bolts to specification in a criss-cross pattern.
First pass 44 ft lbs, second pass 88 ft lbs.
