A few things can cause this to happen. First, I need you to read through this link. It discusses the most common causes of a crank no start condition.

If it ran prior to replacing the starter, my guess is the problem is electrical. Do me a favor. See if it will start with starting fluid, even for a couple seconds. If it does, the problem is fuel related, but if it doesn't, then it is ignition related (no spark to plugs).
