I rebuilt the heads, full gaskets, starter, water pump, distributor, cap and rotor, spark plugs and wires, idle air valve, MAP sensor, ignition control switch and it still wont start. It sat for three months before I did any work on it but, I would start it to move it for street sweeping every week. The fuel pressure is 60 psi. Need help before taking it to the dealer!

It sounds like you have an ignition module or a crankshaft sensor that has gone out, I would replace them both if one is bad because one can make the other go out. Use your volt meter and see if there is pulse at the sensor. Also it looks like you have two crankshaft sensors one down at the crankshaft and one in the distributor.

Here is some wiring diagrams to get you started.

.
Let me know what you find.
