Fuel pump fuse not getting voltage with the key on. Do I need to reset the security system or is the fuse box bad?

Do you have a security light flashing when you try to start the engine? If so, I would do a hard system reboot.

This guide can show you how:

The fuel pump fuse will only get power when the fuel pump relay is activated which is controlled by the engine computer. The computer will not turn the fuel pump on if it does not see airflow at the MAF sensor. I would unplug it and see if it starts, I would go over this video as well:
