When you say it won't turn over, you mean it will not start? So, it cranks but will not fire?
If that is the case then we need fuel, spark, air, and compression. So, if you have spark and there are no restrictions in the intake system, how did you check for fuel?
We need to check the actual fuel pressure to find out if the pump is supplying the needed pressure.

Basically, just because we are hearing the pump run or check for fuel with the valve at the fuel rail, doesn't give us the needed info to determine if this is a fuel issue.
Mostly because the pump can run but still not produce pressure, we need to check the pressure and find out it is.
