I have gone through all the basics. I have replaced the coil, distributor cap, rotor, wires and plugs. I have spark to the plug wires but it seems minimal. Good spray in the throttle body. Just looking for suggestions.

Hi,

If you are getting fuel, then chances are spark is the issue. Is the spark at the plugs a hot blue snapping spark? Have you replaced the ignition control module? Also, have you checked for diagnostic trouble codes?

You don't need a scan tool on this year vehicle. It has an OBD1 system. To get codes all you need is a short jumper wire or even a paper clip. Try this and let me know what you find:
