My timing belt snapped and water pump seized .i replaced both and car wont start.it sounds like it wants to start then crank pulley wont turn.

You may have bent a valve and this is locking up the engine, can you advise which engine is fitted and then i can tell you if it is an interference engine, these engines will touch valves if the belt brakes.
