Crank no start

New fuel pump, no fuel getting to rail… fuel pump replaced and not engaging when key is turned to acc… checked relay in fuse box under hood it clicks when vehicle is being started (which I assumed it to be working properly and resistance is 0)… when relay is removed and jumped manually fuel pump runs but still no fuel to rail!
Replaced:

Gas cap
Purge valve
Fuel tank pressure sensor
Fuel pump
Fuel filter
Canister vent valve solenoid
Spark plugs
Air filter
And charged battery

It sounds like the relay is bad even though it clicks, replace it with a new one. here is a guide to help you test it just in case:

Also here is the location of the fuel pump relay to make sure you have the correct one. Check out the diagrams (below). Let us know what happens and please upload pictures or videos of the problem.

The relay has been replaced and still no start, but something strange is going on when you turn the key the fuel pump doesn’t engage. When you start the car and release the key you can hear the fuel pump run. I’ve checked the fuel rail and still no fuel in the rail, but i did hear a slight burst of air… what am I missing here?

The fuel pump will not trigger with the key every time. Does the car have gas in it? Sometimes the gas level gauge can be off and it says you have gas, but you don't. Try adding three gallons to see what happens.

Yes, there’s 5 gallons of gas in it still no start.

It has gas but you can hear air coming out of the fuel rail, this means something in the tank is not working right like a faulty pump or pickup. I would lower the tank and remove the pump for inspection. Also, when you replaced the pump was it an AC Delco unit? Here are the instructions in the diagrams below. Make sure the fuel lines are connected properly and that they are not smashed between the body and tank. Check out the diagrams (below). Re-dropped the tank manually powered fuel pump and it’s supplying fuel but once hooked up vehicle cranks, but won’t start.
