I have crank but i have no spark. changed ECM, coil packs, etc.

You need fuel, spark and compression for it to run.

Did you check the fuel pressure? Can you hear the fuel pump run?

I have done all but program the ECM to my VIN wasn't sure you had to.

Yes, you must for it to operate correctly.
