Could it still be the thermostat

When I turned my car on just now the heat would not work and the car was whining, but the temperature gauge is running slightly higher to the middle line but not overheating. Turned car off then back on and it stopped. What could be causing this?

check coolant level first, if low top off and have it pressure checked for internal leaks like a head gasket. pull HVAC fuse inside car with key on for sixty seconds then reinstall it may be the blend door actuator.
