Could anyone tell me if there is some rules/regulations regarding automotive jack stand failure

The safety pin on our jack stand failed. Does anyone know if there and any manufacture rules/regulations on failure of equipment?

Not sure I understand what you mean by rules or regulations on a failure. All this type of stuff is in the owners manual. Any rules/regulations that are communicated to the customer are in the warranty booklet or owners manual.

If you are looking to see if there are any known issues with these then unfortunately there are not. If this breaks it is normally due to jacking the vehicle on uneven ground and they twist.
