Cooling fans not working

My car is overheating, and we just found out that my cooling fans are not working. We checked the relay, and it isn't that. I am trying to find out what else it could be.

There are three fuses that run the cooling fan system #f9, f2 and f26 here is a guide to help you check the fuse and to see if it has power, check the fuses with the key on. Here are the fuse locations and I have included the cooling fan wiring diagrams so you can see how the system works.
