cooling fans

cooling fans only come on with ac, just had new transmission installed , rear oil seal, intake gaskets replaced, $4100. and they can't fix fans I replaced the dual fans with new unit no better off this is what burned out other trans.

It sounds like you have a relay out. to be sure here is a guide to help you test them and the cooling fan wiring diagrams below so you can see how the system works along with the relay locations:
