My cooling fans are not turning on?

I recently replaced the cooling fans and the coolant temperature sensor. I already tested the fans by jumping them off to the battery and they work. What could be the issue?

We need to check for power at the fuse (fan cont1 and fan cont2 and 3). here is a guide to help and I have included the fan wiring diagrams so you can see how the system works with the fuse location as well.
