Cooling fan will not stop running

One of the two cooling fans does not stop running until the battery is drained. I disconnected the battery, but the fan starts right back up when battery is reconnected.

Try removing fuse F16 or F17 in the battery junction block and depending on which one allows the fan to shut off, try a new fan relay. if fuse F16, replace the "cooling fan relay" in the battery junction block but if fuse F17. try a new "low speed fan control relay".
The only other fan relay is the "high speed fan control relay".
