Cooling fan only operates on low speed?

The cooling fan turns on and off with A/C compressor but only at low speed. Checked tested relay, fuses. Tested cooling fan, highspeed works on bench. When the coil sensor is disconnected the cooling fan switches on to high-speed for a moment before shutting down.

Hi,

The system isn't designed to run in high until it reaches between 212 and 216 F degrees. It still not working at that point?

If that is the case, take a look through the pics below. It provides basic on-vehicle diagnostics for the cooling fans ECU. Take a look at them and let me know if you are comfortable performing them.
